Thirty five years ago when it was 6th September of 1965 India dragged Pakistan into a battle of its survival against an enemy much larger in size and numbers, but the brave people of Pakistan displayed immense courage standing along shoulder to shoulder with armed forces and spoiled the dangerous ambitions of the Indian rulers and gave them a lesson that the Muslim nation imbued with the true spirit of braveness can not be vanquished even by the mightiest forces.


The entire nation is proud of the supreme success of its Armed Forces in the war of 1965. We hold in great esteem the valour and gallantry of our warriors and are profoundly indebted to our Shaheeds for showing unto us the path of ultimate glory. Then in Kargil conflict, Pakistan armed forces once again defeated the Indian army, accepted in the Kargil Report by the Indian Army chief.


The recent struggle of the Pakistan strategic forces to make country's defence unbeatable has been an inspiration to the Muslims around the world. The survival and progress of a nation depend on the effectiveness of its national defence. "Peace through strength" has been a popular military strategy. Regardless of military strength, no nation today enjoys total freedom from the fear of politically motivated violence.


Fighting in the family of nations influences every nation even if it is not directly a participant in hostilities, a response of fear and hatred is generated. Preventive medicine creates the conditions which support health, making disease less likely and surgery unnecessary. Preventive defense creates the conditions, which support peace, making war less likely and deterrence unnecessary. The new Pakistani military doctrine has been framed keeping in view the duration of future wars, which are likely to be short and intense. It also has sky high morale.


The core issue of Kashmir is the main cause for conflicts and the nuclear and conventional arms race between both the countries. India is creating the situation for the fourth war over Kashmir by continuing state terrorism and depredations against the Muslims of Jammu and Kashmir.


Pakistan tried very hard to convince India to settle the Kashmir dispute peacefully, but India has rejected its offers and logical arguments. Deployment of 400,000 regular troops and 350,000 Para-military and police forces in Jammu and Kashmir has serious repercussions for the safety of Kashmiri men, women and children and for Pakistan's national security.


Notwithstanding, Pakistan is completely aware of its national security concerns. Its self-reliance programmes have made tremendous headway in recent years. In the missile race Pakistan seems to have an edge presently. Its scientists in a short span of a few years have developed a whole range of guided weapons to challenge Indian weapons of mass destruction. With a view to achieving self-reliance in the vital sector of Defence, the Defence Department has been endeavouring to indigenise defence equipment wherever technologically feasible and economically viable.


It has conducted accelerated missile tests such as cruise and short range, long range ballistic missiles - Shaheen, Ghauri, ghaznavi and Babar etc that have a message for the evil wishers. Pakistan has larger inventory of surface-to- surface missiles, and the country must safeguard its security and sovereignty by assured nuclear deterrence.


The 23 March 2005 Pakistan Day Parade provided enough evidence that Pakistan is ready and is not ignoring possible eventualities arising as a result of armaments buildup across the border. The Army has trained hard in all spheres of war making; Pakistan now has high technology Strategic Forces. With the well-trained and highly motivated soldier, sailor and airman our Armed Forces today are in good shape, and are guarantors of national security.


Pakistan's navy, striving to expand with Chinese and French technology, it is trying to acquire more ships and submarines to narrow a huge gap in capabilities with the nuclear-armed rival India. Pakistan expects to get 18 F-16 fighter jets from the US and two C-130 transport planes, and is set to enhance cooperation in the defence sector also with other highly advanced countries of the world. The series production of Al-Khalid tank proves that Pakistan is not going to be caught napping.


Heavy Industries Taxila is producing fifty Al-Khalid main battle tanks every year.. It is a great success story considering that Arjun the Indian main battle tank has been under development for twenty five years, and series production is nowhere in sight. Pakistani Al-Khalid is equal if not superior to the Russian T-90 that India is acquiring from Russia, and have been supplied in quantity to the Army.


Pakistan thus seems to have an edge over India in the race for main battle tanks, also. Export of state of the art Al-Khalid to friendly countries including Peoples Republic of China is pursued vigorously.


The PAF's professional competence is a guarantor for national defence. With the induction of new fighters like F-7 MP and Super-7, latest radars, beyond visual range weapons, and avionics fitted on Mirages and F-7's, PAF is trying to maintain some balance with the adversary air power. Its excellent fight safety record since six years provides evidence of high professional expertise of this proud service.


Pakistani President and the Prime Minister have already declared that Pakistan would continue to work hard to maintain a meaningful balance of power with India and that Islamabad would do everything in its power to remove any imbalance. The President has asserted that Pakistan will not roll back its nuclear programme and said his country would maintain a minimum nuclear deterrence and made it clear that the nuclear programme was solely for peaceful purposes. He said Pakistan would always ensure its defensive capability and will respond to rectify the imbalance.


Pakistani authorities often expressed their views that the country is opposed to an arms race but is committed to maintaining credible minimum deterrence in both the conventional and non-conventional areas.


And that Pakistan is also committed to the composite dialogue process with India with the ultimate objective of achieving durable peace and stability in the region. The challenges ahead will require of us a much greater national harmony and cohesion. We should dedicate all our energies and abilities to make Pakistan a stable and self-reliant nation.
